Find Lycoming County Released Inmates

Lycoming County released inmates leave different records based on where they were held and why custody ended. A search for Lycoming County released inmates starts with the last known facility, then follows the county release record, state corrections search, court docket, or federal locator that owns the event. Lycoming County released inmates may have entered the community, begun parole, completed a term, or transferred to another custodian. A current roster alone cannot explain the change. The release record and the legal order must be read together before drawing a conclusion.

Lycoming Released Inmate Meaning

“Released” describes an end to one custodial placement. It does not always mean unrestricted freedom or completion of every sentence. Someone may leave Lycoming County Prison on bail, after time served, through county parole, because charges were dismissed, or by transfer to a different authority. A move to the Lycoming County Pre-Release Center remains county custody. A detainer pickup also continues custody under another agency.

Each trail has its own record keeper. Lycoming County holds the Prison’s booking and discharge entries. Pennsylvania courts hold the bail, sentencing, and county-parole orders. PA SAVIN can report a custody change supplied by a participating agency. PA DOC holds state prison and state parole records. BOP covers federal sentences. Released Lycoming County inmates usually drop from a live custody display because that display answers who is held now, not who left in the past.

The official Prison page, county inspection research, and Pre-Release Center page support this local custody snapshot.

Lycoming Released Inmate Types

The release label determines where the next public clue appears. Bail is a pretrial status, not an acquittal. County parole differs from state parole because the sentencing court controls applicable county parole while the Pennsylvania Parole Board decides state cases within its power. Transfer is not a community release at all.

A hospital movement, furlough, escape, or death is a custody-status event but should not be described as an ordinary release. Use the exact agency wording.

Note: A transfer to another county, state, federal, or immigration authority means custody continues under a new custodian.

Lycoming Release Record Fields

There is no single Pennsylvania form called the release record. For a Lycoming County Prison stay, the administrative trail may include the booking or commitment record, movement history, discharge screen, property receipt, and legal order. The best set links identity, time, place, authority, and destination without exposing protected details.

Name and booking number
Connects the record to one custody episode and helps distinguish similar names.
Admission and release date or time
Shows the span recorded by the Prison, including the completed administrative discharge.
Releasing facility
Separates downtown Prison custody from the Pre-Release Center, SCI Muncy, or a federal institution.
Release category
May identify bail, time served, parole, dismissal, transfer, or another recorded reason.
Authority and docket number
Points to the court or agency order that permitted the change.
Destination or receiving agency
Distinguishes a community departure from continued custody elsewhere.

Public production may redact birth dates, home addresses, medical or victim data, security details, signatures, and other protected identifiers. PA SAVIN offers a quick status clue, while the Prison entry and filed order supply the fuller explanation. No public source states how long a released Lycoming record remains searchable in VINE.

Request Lycoming Release Records

Call Lycoming County Prison at 570-326-4623 first and ask whether the person is currently held and which office routes historical records. If written access is needed, use the Lycoming County Right-to-Know application. Request existing records. Do not ask the county to research a story, answer why officials acted, or create a custom report.

  1. Identify the full name, approximate booking and release dates, Lycoming facility, and known booking or docket number.
  2. Request the existing booking or commitment record and release or discharge entry, including time, category, authority, and receiving agency if transferred.
  3. Ask for electronic copies when available and state that lawful redaction of exempt data is acceptable.
  4. Keep proof of submission. Pennsylvania’s Right-to-Know Law ordinarily requires an initial response within five business days, not production within that period.
  5. Read any grant, partial grant, denial, fee estimate, extension notice, and appeal directions closely.

The county lists $0.25 per page, $1 per certified record, and possible prepayment if estimated charges exceed $100. Its information line is 570-320-2124 and fax is 570-320-2127. Under 65 P.S. §§ 67.901 and 67.902, an agency may grant, deny, partly grant, or issue a lawful extension notice. A prison record may be public in part and protected in part.

Lycoming Release Record Visibility

The county publishes no fixed public retention period for a release screen, and PA SAVIN is a notification system rather than a permanent archive. Administrative prison records follow applicable schedules and legal holds, but the precise retention series should be requested from Lycoming County. A criminal docket often lasts longer than a short jail stay.

Visibility can still change. Expungement removes qualifying records through a court process. Clean Slate limited access and sealing restrict public access in qualifying matters. UJS says sealed, expunged, and limited-access cases do not appear in its public Case Search. An absent docket therefore cannot prove there was no arrest, confinement, or release. It also cannot establish a fresh release event.

Pennsylvania record law: The Right-to-Know Law permits partial access and redaction, while court rules control sealed, expunged, and limited-access cases.

Booking-photo access also requires record-specific review. Pennsylvania decisions do not support a promise that every intake image must be produced. Pending proposals about commercial photo publication must not be presented as enacted law.

Note: Record visibility and release status are separate questions, so a sealed docket cannot confirm or disprove present custody.

Lycoming Pre-Release Costs Explained

The Lycoming County Pre-Release Center is a structured county community-corrections program, not an ordinary final discharge. The county states that work-release residents are charged room, board, drug testing, and other approved expenses. Residents are also expected to pay toward costs, fines, restitution, and child support.

No exact rates are published, so a daily charge should not be estimated. These duties help explain why someone working in the community may still be in program custody. Final departure is verified through the Center, PA SAVIN, the sentencing or parole order, and the county discharge entry. A transfer from the downtown Prison to the Center is a placement change.

The official Pre-Release Center capture documents its program role, capacity, costs, and contact route.

Lycoming Post-Release Visit Limits

Lycoming County publishes unusually specific rules tied to prior confinement. A former Lycoming County Prison inmate may not visit a current inmate for one month after release. The Pre-Release Center publishes a different rule that bars visitors who were incarcerated within the prior six months.

These are facility-access rules. They do not prove that parole or probation continues, and they do not mean the former inmate remains in custody. Still, the release date can affect when a visit is allowed. Confirm the current rule with the relevant facility before planning a visit because facility policies can change.

Note: Use the rule published by the facility being visited because the Prison and Pre-Release Center set different periods.

Find Lycoming Released Inmates

Begin with the last known custodian. Lycoming County contains county, state, and nearby federal systems that do not share one release database. A name missing from one search can mean release, transfer, a data delay, a spelling mismatch, or an access restriction.

  1. For Lycoming County Prison or the Pre-Release Center, search Pennsylvania in PA SAVIN by exact name and verify the reporting agency.
  2. Call the county facility if the result is absent or unclear. Ask only whether present custody continues and where historical records requests go.
  3. Search every plausible criminal docket for bail, disposition, sentence, credit, county parole, or transfer authority.
  4. For a state-sentenced person, search PA DOC by inmate number or last name. A parole location means prison release with supervision still active.
  5. For federal custody, use BOP. For a possible ICE transfer, use the current ICE locator and responsible federal contact.
  6. If the public tools do not resolve the event, request the existing discharge record from the custodian.

Off the roster: A live custody search is designed to show who is held now, so a released person may no longer appear.

The county does not publish a complete recent-release feed. The Lycoming 24-hour release process explains the same-day fallback without inventing a county list.

Lycoming Recent Release Limits

Lycoming County Prison has no official 24-hour list, 72-hour list, booking archive, county roster, or stated online retention period. Its official “Inmate Search” link opens VINELink. PA SAVIN is useful for one person’s custody status and optional notifications, but the county does not represent it as a full historical discharge ledger.

Why can a released person vanish from the search? A live custody tool focuses on people held now, and its public record may age out. Preserve a useful status result, then verify it through the Prison, docket, or discharge entry.

Read a status literally. A result may show released, out of custody, a reporting agency, an identifier, and a status date. It may not explain bail, time served, parole, transfer, or detainer pickup. For an exact date range, request an existing discharge log rather than asking the county to create a new recent-release report. Commercial arrest lists are not substitutes for the county record.

Note: PA DOC’s daily locator update must not be assigned to PA SAVIN data supplied by Lycoming County.

Lycoming Release Orders and Dockets

Lycoming release verification has two court layers. UJS Case Search supplies public docket sheets. Search criminal matters by participant or docket number and review bail, disposition, sentencing, confinement, credit, and county-parole entries. A docket can explain the legal basis for release, but it cannot show the exact moment Prison staff completed processing or whether another detainer took effect.

The local Clerk of Courts holds filed criminal orders that may not be downloadable from the statewide docket. Its criminal line is 570-327-2272. The office is at 48 West Third Street, first floor, Williamsport, with listed hours Monday through Friday, 8:30 a.m. to 5 p.m. Ask for the specific bail, sentencing, or parole order by docket number.

The Lycoming-filtered UJS capture shows the official criminal docket search used to identify that legal trail.

The court screen supplies enduring case context, while the Prison discharge entry confirms the completed custody event.

Note: A filed release order may coexist with another detainer, so compare the docket with the actual discharge entry.

Lycoming Release Alerts and Supervision

PA SAVIN release notifications cover participating county jails, state prisons, and state parole through web, app, and phone. On the correct person’s record, choose “Get Notified,” add an offered phone or email channel, create a four-digit PIN, and complete registration. Phone users acknowledge a call with the PIN plus the pound sign. The service is confidential, but Pennsylvania warns that one program should not be the sole source of protection.

After release, identify the supervision type. PA DOC’s locator can show a state parole status and district location. County parole follows the Lycoming sentencing court. Probation may exist without prior imprisonment. The Pennsylvania Megan’s Law registry is offense-specific and is not a general list of released people or proof of parole. Details on these separate systems appear in the Lycoming parole and probation record.

Lycoming Re-Entry After Release

The Lycoming County Re-Entry Coalition is a local navigation and coordination point. The county says the coalition began in 2015 and was reestablished in 2021 through a partnership with GEO Reentry Services and the In-Prison Reentry Program. Nicole English is listed as Re-Entry Program Manager at 330 Pine Street, Suite 104, Williamsport, with phone 570-323-1274.

This program contact does not verify release status. Confirm custody through PA SAVIN and the facility first. Once release is established, the coalition offers a named local route for post-custody resource coordination. The official coalition capture records the county program and navigation contact.

Lycoming Release Systems Nearby

Lycoming County contains SCI Muncy as well as the county Prison and Pre-Release Center. SCI Muncy is Pennsylvania’s reception and classification institution for adult women, so a woman housed there may come from any county. Presence at Muncy does not prove a Lycoming County conviction. Release from SCI Muncy belongs to PA DOC and PA SAVIN, not the county Prison record.

FCC Allenwood adds a federal system near the Lycoming and Union County area. A sentenced federal person is checked in the BOP Inmate Locator, which commonly retains a released status and date. A move to another BOP institution, residential reentry center, home confinement, USMS custody, or ICE custody may continue federal authority.

ICE’s locator covers current detention rather than historical release. A county jail exit to ICE is a transfer between sovereign systems. A no-result can have several causes and does not prove community release. Never infer immigration status from a person’s name, language, or nationality.

Note: Geographic proximity does not merge county, state, and federal records or prove that Lycoming County handled the underlying case.

Compare Lycoming Release Sources

The correct system answers both present custody and past release. Use the source tied to the last facility, then reconcile its status with the legal order. No single search covers all four facility types serving Lycoming County.

Person or statusPrimary sourceWhat it proves
Held now at a county facilityPA SAVIN and facility confirmationCurrent reported county custody, not a past discharge history
Released from county custodyPrison discharge entry plus court orderAdministrative departure and legal authority
State inmate or paroleePA DOC locator and PA SAVINInstitutional custody or release to state supervision
Federal inmate or former inmateBOP locatorFederal status and reported release date
Possible ICE custodyICE current-detainee locatorCurrent immigration detention, not release history

Transfers remain custody. State parole remains a sentence under supervision. Federal supervised release follows the federal court rather than the Pennsylvania Parole Board. These boundaries prevent a county search result from being stretched beyond what it can show.

Lycoming Release Facilities

Four facilities or complexes shape local searches. Use the official name and the matching custody system. Lycoming County calls its secure county institution a “Prison,” while searchers may also call it a jail.

  • Lycoming County Prison holds county detainees and sentenced people; verify departures through PA SAVIN, the Prison, the docket, and county records.
  • Lycoming County Pre-Release Center is a county structured program; movement there is not final release.
  • SCI Muncy is a state prison and statewide women’s reception site; use PA DOC and PA SAVIN.
  • FCC Allenwood serves federal sentences through distinct institutions; use BOP and the federal docket.

When an agency result is missing or vague, return to the facility and request the existing custody or discharge record. Do not treat geographic location as proof that Lycoming County prosecuted the case.
